Announcement of a competition for scientific research

The Academy of Public Administration under the President of the Kyrgyz Republic named after Zh. Abdrakhmanov (hereinafter referred to as the Academy), within the framework of the implementation of the State Order for the training of state civil servants and municipal servants of the Kyrgyz Republic for 2026, approved by the Resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 841-r dated September 26, 2025, announces a competition among Consulting Companies (Research Centers) and/or Groups of Experts to conduct applied scientific research/research projects (hereinafter referred to as ASR/RP) on the following topics:

1. Ways to enhance the efficiency of the use of digital technologies in the activities of state and municipal authorities (Technical specifications can be downloaded via this link: DOWNLOAD);
2. Development of a methodology for planning and budgeting the training of state and municipal servants under the State Order (Technical specifications can be downloaded via this link: DOWNLOAD);
3. Formation of a modern performance evaluation system for state and municipal servants: integration with performance indicators of state bodies and local self-government bodies of the Kyrgyz Republic (Technical specifications can be downloaded via this link: DOWNLOAD);
4. Creation and implementation of a system of social guarantees and incentives in the state and municipal service of the Kyrgyz Republic (Technical specifications can be downloaded via this link: DOWNLOAD);
5. Improving the effectiveness of the implementation of decisions of the President and the Cabinet of Ministers of the Kyrgyz Republic at the level of local executive authorities: challenges and solutions (Technical specifications can be downloaded via this link: DOWNLOAD);
6. Decentralization of social services as a factor in optimizing accessibility, targeting, and quality: current status, opportunities, and prospects (Technical specifications can be downloaded via this link: DOWNLOAD).

Interested Consulting Companies (Research Centers) and/or Groups of Experts wishing to participate in the competition are required to submit applications specifying the ASR/RP topic, which must include:

1. A cover letter indicating the ASR/RP topic and justification for the chosen topic;
2. Company profile (including CVs of the proposed experts) / CVs of experts with indication of the team leader;
3. An implementation plan for the ASR/RP in accordance with the Terms of Reference;
4. Acts of implementation of previous ASR/RP projects;
5. A financial proposal / expected remuneration for each expert;
6. Letters of recommendation.

Applications for participation in the competition must be sent to: info@apap.kg with the subject line: “ASR/RP Competition – [indicate topic]”.

The deadline for submission of applications is prolonged till 23 March 2026, 18:00 (local time).

Only applicants meeting the qualification requirements will be invited for an interview.
