Round table on road safety

On July 2, 2025, a round table was held at the Kyrgyz State Technical University named after I. Razzakov in the city of Bishkek on the topic: «Implementation of the Action Plan of the National Road Traffic Safety Strategy of the Kyrgyz Republic for 2023–2027.»

The event was organized by the Main Department of Road Traffic Safety of the Ministry of Internal Affairs of the Kyrgyz Republic in cooperation with the public organization “Road Safety.”

The primary objective of the round table was to discuss the current challenges and measures aimed at improving road safety. During the session, a report was presented by Guzel Kamil kyzy, Head of the Department of “Jurisprudence and Philosophy” at the Academy of Public Administration under the President of the Kyrgyz Republic named after J. Abdrakhmanov, and by Nurzat Zhanbolotovna Alymkulova, on the topic: «Legal Responsibility for Traffic Violations: Practice Analysis and Reform Proposals.»

The report identified key issues in law enforcement, including the high number of traffic accidents (over 3,000 accidents involving casualties in 2024), low inevitability of punishment, corruption risks, and insufficient legal awareness among road users.

Experts proposed a set of measures to address these challenges, including the introduction of a demerit point system, increasing fines considering the frequency of violations, mandatory retraining for drivers who have lost their licenses, installation of alcohol ignition interlocks, automation of traffic control, as well as integrating traffic rules into school curricula and conducting public awareness campaigns.

Participants of the round table unanimously supported the need for comprehensive reforms and emphasized the importance of joint efforts by government authorities, the academic community, and civil society to enhance road safety across the country.
