ACTIVITIES OF THE HIGHER COURSES OF ADMINISTRATION AND MANAGEMENT

 

1. General characteristics:

In accordance with the Decree of the President of the Kyrgyz Republic No. 206 "On the Academy of Public Administration under the President of the Kyrgyz Republic" dated September 26, 2012 in order to improve the efficiency of training, retraining and advanced training of state and municipal servants, sectoral (corporate) managers of state enterprises, as well as in accordance with the Decree of the President of the Kyrgyz Republic No. 135 "On some measures to improve the system of training, retraining and advanced training of personnel in the field of state and municipal administration" dated July 11, 2012 in the organizational structure of the Academy of Public Administration under the President of the Kyrgyz Republic (APAPKR), the Institute of Continuing Education of State and Municipal Servants was established. Which in 2015, in accordance with the Decree of the President of the Kyrgyz Republic No. 188 dated October 1, 2015 was renamed into the Higher Courses of Administration and Management.

The activities of the Higher Courses of Administration and Management are aimed at the implementation of educational programs in the field of state and municipal administration for active government employees of the Kyrgyz Republic, as well as training on general and industry-specific topics for heads of state enterprises and other categories of management personnel.

 

Main directions:

 

• Organization and conduct of retraining and advanced training courses, trainings, seminars, round tables;

• Implementation of the state order on training of state and municipal servants;

• Issuance of certificates to trainees who have successfully completed the training based on the assessment of the acquired knowledge and skills;

• Development of cooperation with state bodies, local self-government bodies of the Kyrgyz Republic, state-owned enterprises and JSCs, as well as with international organizations in the field of continuing education;

• Participation in the development of drafts of regulatory legal acts of the Kyrgyz Republic in the field of training state and municipal servants.

 2. Resources

At the disposal of the Higher Courses of Administration and Management, there are modern classrooms with equipment for conducting trainings, courses, conferences, seminars, webinars, presentations, discussions and events of any format.

3. Organization of the educational process

The training is carried out by highly qualified specialists from among the teaching staff of APAPKR and attracted lecturers with experience in the state and municipal service, as well as in the field of business.

The existing learning process is based on the use of modern educational technologies. For this purpose, various methods are used to include almost all trainees in the learning process: case studies, modeling of office situations, role-playing games, work in small groups, brainstorming, etc. Higher Courses of Administration and Management strive to ensure that the curriculum of the courses is built on real documents and materials, and in the process of trainings trainees develop specific analytical products that are subsequently used in their daily work. In general, at least 50% of the study time is occupied by practical exercises.

A system of competencies (knowledge and skills), acquired by trainees, based on the results of current and final control, has been introduced. Upon completion of the courses, trainees are issued with ranked certificates of the international standard. Advanced training and retraining courses are held not only in Bishkek, but also in the regions of the Kyrgyz Republic, which allows for maximum coverage of training programs and bring convenience for trainees.
