PhD and Doctorate

www.apap.kDoctoral and PhD are the main forms of training in the system of postgraduate vocational education. The training of Doctoral and PhD students at the Academy of Public Administration under the President of the Kyrgyz Republic is carried out in scientific specialties in accordance with the license and Orders of the Ministry of Education of the Kyrgyz Republic, as well as on the basis of the Regulation on the training of scientific and scientific-pedagogical personnel of the Kyrgyz Republic. For PhD students, courses are organized and conducted to prepare for the examinations of the candidate minimum in the subjects: History and Philosophy of Science, Foreign and State languages. The opportunity to test the research results at conferences, seminars, round tables, etc. is provided. The research results are published in the scientific journal – bulletin of APAPKR “Vestnik”.

The Academy of Public Administration under the President of the Kyrgyz Republic is a co-founder of the Dissertation Council D 08.15.520 for the defense of candidate and doctoral dissertations in the specialties:

The Higher Attestation Commission of the Kyrgyz Republic by order No. 86 dated June 29, 2017 approved the Dissertation Council D 23.17.559 at the Academy of Public Administration under the President of the Kyrgyz Republic and the Kyrgyz-Russian Slavic University named after I. B. Yeltsin with the authority to defend dissertations in two specialties:

Documents for admission to PhD and Doctorate

  • Application to the Rector of the Academy of Public Administration under the President of the Kyrgyz Republic with a request for admission to Graduate School (PhD Program) indicating the scientific specialty and form of study (full-time or part-time);
  • Personal Sheet on Personnel Records (questionnaire), certified by the signature of the head of the Personnel Department;
  • Copy of the Work Book, certified by the Personnel Department. Work experience in the specialty for which the applicant enters must be at least two years;
  • CV;
  • Copy of a passport;
  • Copy of a state-recognized higher education diploma (specialist diploma or master's degree), notarized;
  • 2 photos 3x4;
  • Introductory essay on a selected scientific specialty, 20-25 pages

Terms of training

Postgraduate studies are carried out according to:

  • Full-time (3 years);
  • Correspondence course (4 years);
  • Doctoral studies (5 years).
